Scott Fosler, a leader in innovations in governance, has been named Visiting Professor at the School of Public Affairs. With expertise in fostering public/private partnerships, Mr. Fosler will also be the first to hold the title of Roger C. Lipitz Senior Fellow in the School's Center for Public Policy and Private Enterprise.Mr. Fosler brings to the school a fresh approach to improving the governance system. "Business, non profit organizations, and the civic sector all play increasingly important roles in achieving key public purposes such as education, environmental protection, and health care," Fosler stated. "Government needs to understand its new role in working with other social institutions and develop the new capacities required to carry it out."Mr. Fosler recently stepped down as president of the National Academy of Public Administration (NAPA), a nonpartisan organization chartered by Congress to help improve the American system of governance. The Academy grew considerably during Mr. Fosler's eight-year tenure, as it expanded the scope of its programs, emphasizing improvements in the design, management, and performance of public institutions.Mr. Fosler has held several positions in the public and private sectors and in academia. He served as vice president and director of government studies for the Committee for Economic Development, a private, national public policy research organization comprised of 250 top corporate executives and university presidents. He was a senior staff member of the Institute of Public Administration of New York, and a staff member of the U.S. National Commission on Productivity. Elected to two terms on the County Council of Montgomery County, Mr. Fosler served as council president, president of the Metropolitan Washington Council of Governments, and chair of the National Association of Counties Steering Committee on Intergovernmental Relations.Mr. Fosler currently chairs the board of directors of the National Civic League, and serves on the boards of Replication and Program Strategies, Inc., Public Administration Service, and Deschner Corporation.Mr. Fosler's publications include The Challenge to New Governance in the Twenty-First Century: Achieving Effective Central-Local Relations (co-editor); The New Economic Role of American States (editor); Public-Private Partnership in American Cities (co-editor); and Demographic Change and the American Future (co-author).Mr. Fosler received a Master of Public Affairs degree from the Woodrow Wilson School of Public and International Affairs at Princeton University, and his B.A. from Dickinson College (magna cum laude and Phi Beta Kappa).
