Amy F. Woolf is a specialist in nuclear weapons policy at the Congressional Research Service at the Library of Congress. She provides Congress with information and analysis on issues related to U.S. and Russian nuclear forces and arms control. She has addressed such topics as nuclear weapons strategy and doctrine and force structure, the U.S-Russian arms control agenda, ballistic missile defense policy and threat reduction and nonproliferation programs in the former Soviet Union. Before joining CRS, Woolf was a member of the Research Staff at the Institute for Defense Analyses (IDA) in Alexandria, Virginia. She also spent a year at the Department of Defense, working on the 1994 Nuclear Posture Review. Woolf received a master's degree in public policy from the Kennedy School of Government at Harvard University in 1983 and a BA in political science from Stanford University in 1981.
