The University of Maryland’s Center for Logistics Collaboration hosted a meeting on August 20 of the Senior Advisory Group of former policy and operational leaders to develop recommendations to improve the federal government’s acquisition processes. These recommendations were created to help guide how the government utilizes its budget.

The Honorable Dov Zakheim, Ph.D., senior fellow at the Center for Naval Analysis, (former U.S. Deputy Under Secretary of Defense for Planning and Resources/Comptroller)
General James “Hoss” Cartwright (U.S. Marine, Ret.), consultant, (former vice chairman of the Joint Chiefs of Staff and former commander of the U.S. Strategic Command)
The Honorable John J. Hamre, Ph.D., president and CEO of the Center for Strategic & International Studies (CSIS), (former U.S. Deputy Secretary of Defense)
Major General Jasper A. Welch, Ph.D. (U.S. Air Force, Ret.), consultant and member of the American Security Project (former assistant director of Defense Research and Engineering for Strategic Systems and former defense policy coordinator for the National Security Council)
General Paul Kern, (U.S. Army Ret.), senior consultant with the Cohn Group, (former president and COO of AM General, and former commanding general of U.S. Army Materiel Command)
Deidre Lee, director of Compliance with Fluor Government Group, (former Administrator of the Office of Federal Procurement Policy (OFPP), and former director of Defense Acquisition and Procurement Policy)
Following the August 20 meeting, the Center for Logistics Collaborating will conduct research and analyze the group’s recommendations and draft a report for the group to review. A final report will be provided to the House and Senate Committees, and will be used by Lockheed Martin to educate their workforce.
The University of Maryland’s Center for Logistics Collaboration is a joint endeavor by UMD and Lockheed Martin to establish a sustained research and analysis capability in the area of complex system life cycle support. The Center is managed by the School of Public Policy’s Center for Public Policy and Private Enterprise and directed by Dr. Jacques S. Gansler, Professor and Roger C. Lipitz Chair in Public Policy and Private Enterprise. The research is funded by Mr. Louis Kratz, corporate vice president of logistics and sustainment at Lockheed Martin. Mr. William Lucyshyn, Director of Research will spearhead the research efforts along with our two competively selected LMCO Research Associates, Ryan Ouimette (BA/MPP, Spring 2015) and Brynn Woollacott (BA/MPP, Spring 2015 ).
